GUIDE TO HUMAN RIGHTS ACT PUBLISHED


A practical, easy to use guide to the Human Rights Act for public authorities was published today by the Home Office.

The Human Rights Act will be coming into force on 2 October 2000 and hundreds of public authorities, from local government to the police, are gearing themselves up for the Act's implementation.

The booklet is designed to help them understand the Act and offers a way of applying the Act to their work. It provides an introduction to the Human Rights Act and the European Convention on Human Rights.

Announcing the publication of the guide Home Office Minister, Mike O'Brien said:

"The Human Rights Act will be implemented in less than a year's time, and every public authority should be preparing now for when it comes into force.

"It is one of the most significant pieces of constitutional legislation enacted in the United Kingdom. It is a key part of our programme of constitutional reform, encouraging a modern society where people's rights and responsibilities are clearly recognised and properly balanced.

"The Act places new responsibilities on all of us who work in the public sector. We have a vital role to play in creating a new human rights culture. I hope that the Core Guidance will be a valuable tool in making that new culture a reality."
